Spectra Energy Announces Leadership Changes in Western Canada and Maritimes & Northeast Pipeline Businesses
HOUSTON – Spectra Energy today named Doug Haughey, Doug Bloom, and Tina Faraca to new leadership positions within its gathering and processing, and transmission businesses.
- Doug Haughey, currently president of Spectra Energy’s western Canadian operations and president and CEO Spectra Energy Income Fund (SEIF), has accepted the role of group vice president, Spectra Energy Transmission, and in this capacity will focus on several corporate strategic initiatives. He will also continue as president and CEO, SEIF, and will report to Martha Wyrsch.
- Doug Bloom, currently president, Maritimes & Northeast Pipeline, will assume the role of president of Spectra Energy’s western Canadian operations. Doug will report to Martha Wyrsch, president and CEO, Spectra Energy Transmission, and will relocate from Halifax to Calgary.
- Tina Faraca, currently general manager Northeast business development, Spectra Energy Transmission, is promoted to president, Maritimes & Northeast Pipeline. Tina will maintain an office in Boston and Halifax and will report to Bill Yardley, group vice president, Northeast Transmission.

Spectra Energy’s western Canadian operations consist of the BC Pipeline, BC Field Services, Midstream and Empress System businesses.
Spectra Energy has a 77.53 percent ownership interest in the Maritimes & Northeast Pipeline. Other partners in the pipeline are Emera, Inc. (12.92 percent ownership); and ExxonMobil Corporation (9.55 percent ownership).

Douglas P. Bloom

Doug Bloom is president of Spectra Energy Transmission’s western operations, responsible for three of the company’s western-based divisions: BC Pipeline; BC Field Services; and Empress NGL.
Prior to his current role, Bloom served as President of Maritimes & Northeast Pipeline, a company 77.53 percent owned by Spectra Energy and based in Halifax, Nova Scotia.
Bloom joined the company in 1987 as a regulatory affairs supervisor for Westcoast Energy in Vancouver. He held a series of management positions in information technology, regulated businesses and marketing, and was appointed vice president, customer service and marketing in 1994. In 1996, Bloom was appointed vice president of business services, responsible for the company’s engineering and construction, supply chain, information technology, human resources and administrative functions.
Following Duke Energy’s acquisition of Westcoast Energy in 2002, Bloom became vice president of business integration, responsible for the assimilation of Westcoast into Duke Energy. He was then named vice president of strategic planning and risk management for Duke Energy Gas Transmission, and in 2003 was appointed president of Maritimes & Northeast Pipeline.
Before joining the company, Bloom served as manager of market analysis for Alberta Petroleum Marketing Commission in Calgary, and prior to that spent seven years in economic consulting with Columbia Pacific Group in Vancouver, serving energy and transportation clients.
Bloom holds bachelor’s and master’s degrees in economics, both from Simon Fraser University in Burnaby, British Columbia. He has previously served on the board of the Canadian Energy Pipeline Association and the External Advisory Board for the Simon Fraser University Executive MBA program. He has served on the board of the Greater Halifax Partnership, and chaired its Audit Committee. Bloom has been a long-time volunteer with United Way and served in fund-raising capacities in Vancouver and Halifax, chaired the fund-raising campaign for the United Way of the Halifax region in 2004 and currently serves on the board of the United Way of the Halifax region.
He and his wife Wendy have three grown sons, and will be relocating to Calgary, Alberta.

Tina V. Faraca is president of Maritimes & Northeast Pipeline. She is responsible for Maritimes’ assets in Canada and the United States.
The Maritimes & Northeast Pipeline is a joint venture of Spectra Energy (77.53 percent ownership); Emera Inc. (12.92 percent ownership); and ExxonMobil Corporation (9.55 percent ownership).
Prior to her current role, Faraca served as general manager of business development for Spectra Energy Transmission, based in Spectra Energy’s Waltham, Mass. office. She was responsible for overseeing the development and marketing of all new natural gas pipeline infrastructure and expansion activities on the company’s Texas Eastern and Algonquin Gas Transmission pipeline systems.
Faraca joined the company in 2001 and has 20 years of experience in the energy industry, including management positions in engineering, system planning, strategy development, marketing and business development.
Prior to joining Spectra Energy, she worked most recently with El Paso Corporation in Houston and Boston.
Faraca received her bachelor of science degree in petroleum engineering from the Colorado School of Mines in Golden, Colo. She is involved in various industry organizations including the New England-Canada Business Council and the Northeast Gas Association.
She and her husband Paul have two young sons and reside in the Boston area.

Doug Haughey is group vice president of Spectra Energy Transmission, focused on corporate strategic initiatives. He also serves as president and CEO of Spectra Energy Income Fund (SEIF)and as member of Spectra Energy Transmission’s executive committee.
Prior to his current role, Haughey served as president of Spectra Energy Transmission’s western operations, responsible for the company’s western-based divisions: BC Pipeline, BC Field Services, Empress NGL, and Midstream (SEIF).
Before that time, he held the role of president of BC Pipeline and Field Services in conjunction with Duke Energy’s acquisition of Westcoast Energy Inc. in March 2002.
Prior to the acquisition, he served as president of Westcoast’s pipeline and field services divisions in Calgary, Alberta. Haughey also served as executive vice president and chief operating officer of Westcoast’s energy trading marketing partnership, Engage Energy, in Houston, Texas, from 1997 to 1999. During that period, he also served as Chairman of Encore Energy, Engage’s joint venture with Epcor.
From 1985 to 1993, Haughey held various positions within the Unigas Corporation and predecessor companies. From 1980 to 1985 he was an economist with the Canadian Energy Research Institute and an instructor in the faculty of management at the University of Calgary.
Haughey graduated from the University of Regina with a bachelor of administration degree and received his master's in business administration from the University of Calgary.
He serves as director of the Canadian Energy Pipeline Association, Enerflex Systems Limited and Saskferco Products Limited. He is a member of the Southern Alberta Institute of Technology Institutional Advisory Committee and is co-chairing the 2007 Calgary United Way campaign.
Haughey was born in Regina, Saskatchewan, Canada. He is married to Karen Haughey and they have three sons.
